Starr was hoping to get leverage to break the suspected cover- up in general in the areas he was investigating. When he got nowhere, he was left with the plain truth of perjury and obstruction, which had gone too far to ignore.
I think he was just doing his job. Now, in the background, undoubtedly, there were those interested in catching out Bill from the start. But was that much different than those who looked for something with which to catch Reagan or Bush? I was opposed to the independent prosecutor statute, because it was subject to abuse. But if the Democrats were going to use it to get Republicans, they could not expect immunity. Better to retire it.
