Regime change in Iraq was always on the cards. But the means to achieve it was through instigating a coup, using special ops forces etc. Nobody in the Clinton administration spoke of a full-scale invasion (perhaps because they realized it would take 500,000 soldiers and hundreds of billions of dollars every year...)
