No, Mark, I understand, and I thought I'd explained it:

Toppling Saddam was not authorized in Desert Storm by the UN, just as the entire recent war was not authorized by the UN.

My arguments were two, 1) that it was a huge strategic mistake to stop the war short of toppling Saddam (likely only a day or two longer was all that would have been required --- we could have pretty easily finessed the issue of 'lack of UN authorization', no one would have seriously resisted us). And 2), that one of the most shameful episodes in 20th. century American history was our double-cross of the Kurds and Shia who rose up in rebellion, at the televised call of President Bush.
