I think the 10 year rule is still in effect (must be out of military service for 10 years before becoming SecDef). This rule was waived for George C. Marshall. If the rule is still in effect, I assume the Congress might also waive the rule for Wesley Clark. But Clark does not have the seem prestige as Marshall.

"Marshall's appointment as secretary of defense required a special congressional waiver because the National Security Act prohibited a commissioned military officer on active duty within the previous 10 years from holding the post."
