Bush certainly thought he had a "real" surplus. Remember, he was going to give it back to us, because it was "our" money, AND continue to pay down the deficit!

If I accept your premise that Clinton left a debt behind, then can you tell me what impact Bush has had on that debt after he took office. Did he halve it, did he triple it during the 4 years he has been in office.
