Kerry is very honest about budget. If Bush leaves him too big a deficit he will have to delay the health care for all and other things. He has to wait to see the revenues and deficits after he takes office. He will do his best but he has promised to cut the deficit and not raise middleclass taxes, and those are priorities.

The only greater priority would be national security. However, there is tons of waste in Bush's defense budget starting with SDI, a useless program which may never even work.

Funny how that 87 billion disapeared months before it was supposed to, huh? No wonder Bushies defied Biden-Kerry and insisted upon no accountability. The tax-payers get burned again thanks to un-fiscally conservative, greedy, secretive rightwingers.
