The cease fire agreement is everything. We ceased hostilities in 1991 based on SH being in compliance with a littany of requirements. If the requirments are not met, the cease fire is OFF. Now remember SH came to the bargaining table because his entire army was cut-off and about to be completely annhilated.

I'm sorry the Administration got bogged down in the unknown WMD fight. The only requirement to resume hostitilities was bound up in the Cease Fire Agreement which allowed resumption of hostilities for non compliance. See the following link for the details.
