What if Iran was suspected of torturing suspected terrorists -- would you then hand over suspected terrorists who had attacked Iran but not us?

This is so disingenuous. Why not turn over the Jews to the Nazis (we sort of did that, but not as much as the Europeans). Why not turn over the Nazis to the Soviets (we did this). Why not turn over Cuban refugees to Castro (apparently we do this unless they actually set foot on US soil).

Summary execution isn't the stumbling block, how about a total lack of anything remotely resembling a justice system?
