Perhaps they had hope it would never see the light of day. Or they had hoped it would be released only the elections when it probably would not have any negative impact on them. Or perhaps they really did want the report to come out at precisely this time. This would allow President Bush to enact some of the recommendations with executive orders, thereby cementing his image as 'the' decisive leader, made even more dramatic because Congress is holding special hearings.
