Because Bush needed to be able to go to the U.N. from a position of strenth, too bad he abused that position.

Bush requested a strong resolution to help him negotiate at the UN. Remember Bush said: "Don't tie my hands". Congress gave him a strong resolution to help with negotiation. Then, Bush charged into war before inspections were complete.
