No need for any of that (nor would it pass Congress anyway).

But with the US importing more then 50% of the oil it uses, and having less then 3% of the world's proven reserves, drilling alone can only be part of the solution set.

(IMO, the Canadian oil sands, which are now becoming economically viable at these barrel prices, and which amount to a reserve as large as the Saudis are sitting on top of, will become increasingly important to us as time goes by.)
