Kerry will not be able to enact his program because the republicans will control at least one house. So...you are already blaming Republicans for Kerry's inaction before he's even elected!?! Well then Ken, let's take this hypothetical one step further...let's say Congress was willing vote on his platform...how does he pay for all of this? All I want you to admit is...there is no way he can fulfill these promises unless the middle class paid much more in taxes than we currently do. The middle class has all the money and they are the one's that take in the ass when the feds want to expand.
