Strickly based upon counties that went for the President. It has nothing to do with the electoral college. In Florida for example it has been estimated the 10 to 20 thousand did not go to the polls because the networks had declared mental case gore the winner. And I expect all the wise people who live in those places to know even more today what a maggot hanoi kerry is and will be even more motivated to eliminate the possibility of such a pestilence getting into the White House.
