- pay lots of multigenerational wellfare-goodbye costs with the cash
- keep those politicians alive in the winner-takes-all districts.

Instead, Norway invested wisely and smartly.

However, getting the lawn done, the toilet cleaned is not the same process on every estate, nor in any village (plus that wall, guarded gate, to keep them out, but still close enough to do the garden and toilets)

Btw, Norway actually has this one voting district where only four seats are elected, we tend to tease them about that.
