The Press tends to emphasize what the insurgents have destroyed, with little note of what has been accomplished.

By moving slowly on the spending , the terrorists and their wrecking crews have had access to only 1/36 th of the of the appropriated constructions or equipment to destroy.

With security improving - NATO is going in and they will not be driven out as was the RC and UN - the balance of funds can be applied more effectively.

Its a case where a change in plans ( for spending the money fast) was called for and implemented.

And once again the Administration can be accused of changing plans - the plans that many claimed did not exist.
