The most sure ways of reducing fossil fuel consumption in this country are:
* Higher fuel costs
* Increase taxes on energy (e.g. gas tax)
* Stop importing so many people (illegal and legal immigration). More people mean more fuel use. And worse the population increase is having massive environmental impact on the USA (deforestation, road building, infrastructure of electrical systems, etc.)

As for solar. The best way to improve solar usage is to improve the technology since it is too expensive for massive use now. Secondly, wait.

Oil is just starting to increase in price. In five to ten years oil prices will be at least double what they are now.

Oil consumption is continuing to expand worldwide. Especially in China and India. However, production will peak out in about 3 years and then start to decline. The impact will be tremendous in five to ten years.

Expect to pay at least $5 a gallon for gas by 2014.
