The rollback on taxes for those that make over $200K pays for the health care changes. no way it even will come close. also several ceo's said jobs and kerry proposal wouldn't make any incentives to keep jobs here. There are many other reasons besides tax to move jobs to other countries. A major incentive is to have your company run by local people and citizens of the country you are in so you do not appear to be a foreign company but and international company.
