The attacks you mention were offshore. It is during the Bush Administration (9 months is a long enough time 25% into the Presidency) that the terrorists succeeded in bringing their war to the US shores. It was because Bush fell asleep at the wheels which provided the terrorists the opportunity to bring their war to the shores of the US. Clinton was very successful in keeping those terrorists out from the US (the LA plan was thwarted). The same intelligence who thwarted the millenium terrorist strike were in place for the nine months of the Bush Administration. The only thing that changed was the leadership.

Today, with the raising of the alert where Bush is saying that the terrorists will strike in the US, he is acknowledging that his efforts in keeping the terrorist strike away from the shores of the US is a failure.

That is what I am saying
