We had rolling roadblocks and chases almost every day during the DC sniper incidents. Learned a lot about how impossible it is for law enforcement to do anything during rush hour, especially find someone who's in a white van. Every third vehicle around here is a white van (slight exaggeration). You don't notice them because they're so common they're invisible. If I were a terrorist, I'd seriously consider using a white van. Once you get off the main drags into the warrens of cul-de-sacs, you can vanish in seconds. In point of fact, the terrorists were using a ratty old car that was so unremarkable as to also be invisible. They even blended in with crowds to see the results.
