During the DC sniper thing, they did not announce road closings because they thought the snipers were listening to the radio. All the traffic reporters were instructed not to blab.

They closed the interstates here on 9/11 and several times for the DC sniper. Road closings weren't even reliably announced let alone a code change.

There was no national (or local that I know of) color alert code prior to 9/11.
The military did have their own system and still does.

I believe the nation-wide color code without precise instructions for civilians is a large mistake.

Initially it caused much confusion and fear...Now it is largely ignored by all but first responders who may incur additional duties as the level goes up.
