According to Nicholas Kristof of the WashPost, who actually knows her, Valerie Plame had not been a NOC for years. She was brought in after the Aldritch Ames spy incident and was working for the State Department as an "energy analyst."

The leaker knew she was CIA; that was the information which was leaked.
