Yes, they are.

The parents would make a panicked effort to follow them and all hell would break loose.

All hell would break loose in any case. There's no way to have an orderly process unless everyone stays home. Even though that will never happen, there's nothing else they can recommend. At least they can't get blamed for the Chinese fire drill disaster if people act on their own.
