It may be an ingredient, but don't think it is the only ingredient. A cold detachment, the ability to 'compartmentalize', must be coupled with an ability to receive and process information. That's where Bush seems to be lacking. Whereas Clinton had the ability and desire to consume and process copious amounts of raw data, Bush seems to prefer the pre-digested sort. Leaves him susceptible to all sorts of dangers: manipulation, lack of insight, self-fulfilling arguments.
