First, you have to be willing to honestly debate the politics in the US. If you are educated at all, you know that 40 senators can filibuster any piece of legislation they want. So if you're willing to discuss what a President can accomplish in those terms I'll give you an answer, otherwise I'm wasting my time explaining something to a Bush-hater.
