I understand the cry wolf scenario but unfortunately the government is in a situation where if they don't announce it and something happens they will be held accountable.

In the normal course of business I spoke with two citibank employees today (@ the wall st office versus the citibank building) and they are pretty concerned.

The alerts actually heighten awareness. As one who ofter takes the train into the City (around 15x /yr) I regularly look @ other passengers and after Madrid will not be happy seeing gym bags.
