You're right about the very obvious--upgrade & accumulate until earnings; report well, sell off (shorted, hedgies, distribute etc, downgrade). Saw this happen with SSTI recently and bought some at the 18% discount, and of course not a few days later it had good news and an upgrade.

Maybe to some extent they also think the party's over w/ interest rates etc.

In terms of commission, Interactive Brokers is pretty darned good. Very very cheap. OTOH Fidelity drives me nuts with their commissions.
