Are you placing SS & Medicare into the "dole" bucket, or what exactly do you mean by hybrid?

Part of SS/Medicare is "earned" in the sense of people having paid in. Benefits received are not a matter of a return on investment, though. It's "dole" to the extent that those with low contributions get disproportionately high payouts and that the returns are designed to meet politically determined "needs" rather than a return on investment. That's what I meant by hybrid. Part earned, part dole.
