For some reason, I think Cheney is much more paranoid than Bush. After 9/11, Bush was out at ground zero, grabbing bullhorns, but Cheney was stashed in "undisclosed locations" and little seen. It's like the neocons value Cheney (the behind the scenes guy) more than Bush (the front man), and Cheney probably agrees. Cheney knows he'll actually have to appear at the RNC. He can't hunker in an undisclosed location. He's probably got the hebee jebees.
