There was a time when the Western Empire was devastated politically and economically. The Byzantine Empire continued to flourish, though, and supplied a lot of the stimulus for the Muslims. For example, Avicenna was best known for his commentary on Plato's Republic, and Averroes was best known for commentaries on Aristotle.

It is not my burden to demonstrate plausible equivalents to these cultural "greats", but I may look, and will let you know if anything leaps out.
