First you have to have proof that the records exist.

Recently they said some records had been destroyed. A few days later they said these records were not destroyed. That these records were available all along proves without a doubt that junior has never released all of his records.

Second you have to have proof he has custody over them.

He promised on meet the press he would release all of the documents. He lied. He allowed a few reporters to look at them and not even take pictures. The documents he allowed them to look at were not the ones which would prove his innocence. If there were any documents which would prove his innocence they would have been released a long time ago. He has to hide the truth from the public. What little credibility he has depends on it.

He is the president, commander in chief. He has the power to release any documents pertaining to himself he wants. Just like he does with the energy documents and the other stuff he has hidden from the public.

John Ashcroft took a classified document and unclassified it so he could show it to the 9-11 panel in an attempt to smear someone.
