With regard to these bombings the CIA and Mossad have done this kind of thing in the past and are almost certainly responsible for some of the ongoing atrocities in Iraq designed to ignite a civil war. I recall an incident in Lebanon during the 1980s when the CIA carried out a bombing which killed nearly 100 people in an effort to take out a "militant" leader.
