I didn't flip flop at all. In order to get the AWOL he would have had to had ACTIVE DUTY orders, e.g. called up to active duty for non drill participation. That didn't happen. Then if he didn't show up for ACTIVE DUTY, then he is guilty of an AWOL. If he didn't show up for combat duty associated with ACTIVE duty orders...then thats a DESERTION. Not showing up for a drill weekend, thats neither an AWOL or a DESERTION. You called it a non-locatee. Thing is that the Guard has to get their facts straight before making such a designation and its a lot of work I'm sure. Have to make sure that they didn't just forget to put his name on the muster sheet or if he drilled somewhere else, drilled at the Reserve Center, had an excused absence or whatever--which are easy to get for work conflicts.
