You're right he couldn't because he was grounded. It is said he was grounded because he refused to take a flight physical the year they started including drug tests in those physicals. I think there is a chance he really did take that physical and was grounded due to failing the drug test. If that is true you will never know about it unless there are records hidden somewhere which junior and the people who work for him haven't had access to yet.

Junior should never have received an honorable discharge. Or possibly he should never have had his discharge changed to an honorable one.
