The article says they've had this information since June, but with Rove "timing is everything". Provided a good backdrop for Bush's election speech yesterday on the 9/11 commission recommendations. Much like the "Made in America" back drop.
When Bush was asked "what role did Karl Rove play in the decision", Bush said this wasn't political. Notice he didn't say Karl had no input into this decision.
