Yes he did, after the Israelis bulldozed the homes of the families of the bombers, whether or not they were involved.

SH openly paid the families of suicide bombers.

A key element of the cease fire agreement was that Iraq was to destroy it's WMD under UN supervision, was it not? Apparently he did so as there are non to be found.

The war was about enforcing the 1991 Gulf War cease fire agreement which SH had always refused to abide by.
