Let's not forget Bush's silly attempt to pressure Castro by limiting the amount of aid US Cubans can send to their families in Cuba, or sharply curtailing family visits to the island. I'm not up on this, but I think visitation was reduced from one per year to one every three years. This is how Bush promotes freedom while Castro promotes repression.

But the Cubans can, and they aren't happy that Cuban refugees are being forcibly returned to Cuba, while Central American illegals are being given amnesty.
