When they had the terrorists on the run and a chokehold in the Tora Bora Bush should have completed the task instead of turning towards Iraq. To me it says that if he finished the task then and captured the leadership of AQ then the American people would force him to come back home and his designs on Iraq would remain unfulfilled. Hence he let Osama slip away to keep the issue alive.

That is my conjecture and prove me I am wrong if you would like to. why did he relive the US military's stranglehold in the Tora Bora region?
