Well, there is also the fact that the tar sands have close proximity to US markets, but I agree with your point.

The tarsands are 1.8-2.5 trl barrels (depending on whose data you trust) with almost nil exploration costs (too bad for the drillers).

Eventually, if they don't figure out a new way to process the oil more efficiently, I think they'll have to put in nuke power. This is being discussed.
