Cheney basically blames high oil prices on the victims, not his friends the gougers, same thing they did during the phony energy crisis blaming it all on the gouged citizenry. Cheney is either completely deluded or very dishonest (ie evil). To him, destroying a marine of wildlife refuge for the sake of oil platforms it a wonderful sight to behold. He's also a big proponent of using public landfills to dump nuclear waste.
