On top of which, the subjects in most of these stories are ones that are carrying full-sized conventional cameras ... given the resolution now available in PDAs and cell phones, why would someone doing something nefarious use anything as conspicuous as a full-sized camera?

Seems to me that we need a few people who have had film seized and been harassed to start filing suits. I'm not exactly a big fan of litigation, but that might be what it takes to get the message across that the illegal one in this story was the sheriff.
