I assume you give negotiation a context of being adversarial, while consensus telegraphs a more pleasant interchange.

Arbitration, negotiation, and consensus are different approaches to getting agreement. You go about them in different ways that are not distinguished by the degree of pleasantry. With arbitration, a third party finds a middle ground for you. Negotiation is a give and take where you give something to get something. Consensus is a problem solving approach that deliberately eschews horse trading and third-party opinions and uses a facilitator to help the parties find a third way that everyone can buy into. All three approaches can leave the parties satisfied, at least temporarily. Consensus, though, can change hearts and minds.
