Powell started out talking about the arms race. The arms race is simple competition. Sure, competition is about win-lose.

Zero-sum is about win-lose in that it is a very specific way of thinking where, when resources are not scarce, there doesn't have to be a winner and a loser.

Sure, both ideas are related to win-lose but that doesn't make them remotely the same thing.

I will go back and read the piece on your recommendation.
