But corporations should not be granted this choice, it should be given only to employees. It sounds like you're saying that Bush's proposal allows employers to stop paying overtime - would this be by them unfairly firing those employees that opt for overtime vs comp time?

On a different note, during the downturn, companies faced the prospect of laying people off, because California limits you in how much time-off-without-pay you can grant employees at their discretion per year even when employees want it. That seems very strange. They do allow LOA, but health care companies don't honor LOA for employees (but they should be legislated to do so for small businesses, since they do so for larger companies), so you are stuck between a rock and a hard place when wanting to help employees. Of course the rules are different for large companies, but that's no surprise since Arnold asked only big businesses for advice for his plans - he didn't ask any of the key people in the small business community.
