I'm somewhat surprised that the South Koreans would be interested in building a flash fab in China. Although China offers cheap labor, the amount of labor used in these high tech facilities is relatively small, compared with the capital costs of plant and equipment. On the other hand, to the extent that China doesn't care about pollution from plant discharges, it still may be a little less expensive to produce flash memory in China.
