The Admiral says he was briefed and misled. I'm just reporting what the book and article says and can't vouch for the content. The morale boost was stated in the article. They were looking to decorate somebody in the squadron anyways. I agree with the WWII comparison. In WWII I think it would have been knocked down to a bronze star. I still have a lot of questions about the incident, but just given the official write-up it sounds like a bronze star to me. In WWII the criteria was more along the lines of how many enemy kills did you enable and how much risk did you take.
