So far the choices seem to be legalizing drugs or continuing an effort that drives their prices sky high, forcing the users into high paying and often deadly crime and also leads to corrupt police forces and kills many of the users through impure supplies and the dealers through turf wars.

This is 1920s prohibition all over again. That made the American Mafia. That ended with repeal, but repeal of alcohol prohibition sumply illustrates the futility of only legalizing one or two drugs.
