Could it be that the writer of that speech was responsible for the error ?

Bush said it; he's responsible. That's clear.

There may be other people that screwed up in the writing and/or proofing but that's unknown. It's also entirely possible that Bush didn't read what was written. Which would mean he's totally responsible....not that he would ever accept responsibility.
