You are muddying the waters. Clinton eliminated the defict, and considered using the surplus to begin paying down the debt. Bush decided to use the surplus for a tax cut, while still promising to pay off the debt. The economy hasn't produced a surplus since Bush has been in office, so no debt payoff has occurred, just the opposite, more debt and deficit.

You are in denial. There was a budget surplus under Clinton.
