We could not take action against either Iran or North Korea even if we wanted to -- we can barely find enough people for Iraq. With Iran the problem is not really people - an attack on Iran would consist of a bombing of the Russian nuclear plant, not an invasion. The problem is that Iran is in an excellent position to retaliate. (Israel is the wildcard in this. Does Iran think that the U.S. can restrain Ariel Sharon? If so they are very mistaken). With N. Korea, I don't think it matters much, since there was never a viable military option. But maybe it makes them a little more confident.
