Hi JK, Interesting discussion I had last night. A guy was telling me the community in which he lives is bringing in its own contractor and building out its own high speed telecommunications utility. Rather than the community contracting through cable or traditional phone service, they plan to build the infrastructure to supply the entire community (small as it is) with high speed connections and it will be sold as part of one's community utility bill. Some of it will be wireless and some "wired" or optical or ?.

This isn't exactly on the questions you raised, but is an interesting tact. I don't believe I've heard of this before. I'm sure it's being watched carefully at the State level. They feel as a community that to attract more "high tech" businesses to the area along with possible state university extensions they need this new utility addition.

Water, sewer, garbage pick-up and now internet access!

If I look at various indexes, I find that the "telecomm" index has held up quite well so far in '04. Not exactly setting the world on fire, but there's been steady support and slight increase. Compared to almost all of the rest of the business sectors, this stands out. Could smart money be slowly building out their own positions?

I use IYZ as the surrogate for this type of thing. Here's a comparison of IYZ, IYW (technology) and the SPY:

I'm encouraged by Telecomm's strength. Maybe it will be a "darling" again sometime.
